Downtown Terminal & East Side Transfer Center

In 1995 Rockford Mass Transit District needed to expand a small parking lot for its employees just east of its newly constructed downtown terminal. That marked the beginning of a long-term relationship that continues today. In 2009 RMTD began planning a transfer terminal to accommodate its growth as a regional transportation service provider. With the assistance of Federal Transportation grants, RMTD constructed a transfer facility on the east side of Rockford near Interstate 90. This facility decreased travel times for its normal riders and provides a convenient transfer station for passengers using private bus systems to connect to RMTD’s routes. Arc Design Resources provided all site design services including permitting, flood plain modification, preparation of construction documents and construction management.

RMTD recently updated the downtown terminal by moving passenger loading to more convenient saw tooth loading bays along two public streets. Flooding was also a concern at the old terminal due to an aging city infrastructure. An extensive underground storm water management system was designed to reduce on site flooding. Detailed construction phasing plans were developed to keep the existing terminal functional to local passengers while building the new loading configuration. The project was completed on time in 2018 and receives high marks from Rockford’s ridership.
