Experience

Mr. Swanson has 15 years of civil engineering experience in the preparation of design reports and contract plans for private commercial development, and municipal and state highway improvements throughout the upper Midwest, with emphasis on design and development management for commercial retail projects. Additional experience includes hydrology and hydraulics, and residential subdivision development.

Transportation/Traffic Engineering
His major technical expertise is in the area of transportation facilities, traffic studies, traffic signal design, and other aspects of highway improvements projects. The vast majority of private commercial projects required offsite improvements that usually consisted of road and street reconstruction and widening, new traffic signals or modifications to existing signals, drainage improvements, and water and sewer main design. The vast majority of these projects also required coordination with agencies on both the state and local level, as well as neighboring residential and commercial business owners to develop agreeable access consolidation along the roadway corridor. This work also typically involved interaction with the government agencies and legal counsel regarding the creation of cross-access easements and Memorandums of Understanding (MOU).

A sampling of high profile corridor design projects that he has directed include:

  • Blackhawk Road: Falcon Rd. to IL 251, Rockford, IL
  • Washington Avenue (STH 28)-Taylor Drive Reconstruction, Sheboygan, WI
  • IL Route 2 Widening, Sterling, IL: Added turn lanes, traffic signals, right of way acquisition
  • IL 83 Widening, Wheeling, IL: Add turn lanes to a two lane strategic arterial route and widen to a four lane urban section
  • I-39 from I-88 to U.S. 30: Prepared drainage calculations for cross culverts on I-39, design special ditch sections and profiles using IDOT standards and details
  • US Business 20 and Perryville Road, Rockford, IL: Intersection capacity improvements

Land Development Site Design
His major technical expertise is in the area project management of large commercial site projects, including site, drainage, and utility design, entitlements and permitting, easement management, and agreement assistance. The vast majority of private commercial projects required offsite improvements that usually consisted of road and street reconstruction and widening, new traffic signals or modifications to existing signals, drainage improvements, and water and sewer main design. These projects also required coordination with agencies on both the state and local level, as well as neighboring residential and commercial business owners to develop agreeable access consolidation along the roadway corridor. This work also typically involved interaction with the government agencies and legal counsel regarding the creation of cross-access easements and development agreements.

A sampling of large site projects that he has managed include:

  • Walmart and Kohls Development-Coralville, IA-Coral Ridge Avenue and Commerce Drive
  • Walmart Development-Sheboygan, WI-Washington Avenue and Taylor Drive Reconstruction
  • Target Development-Mishawaka, IN-University Drive and I-80/90
